Long <br />Dimsion Director <br />I have completed a preliminary review of the Deserado 1996 AHR <br />(which covers water year October, 1995 through September, 1996). <br />A copy of that report, along with an updated "Deserado AHR <br />Information" packet should have been delivered to you last week. <br />Check with Larry, or let me know if you haven't received it. With <br />the exception of items noted below, the report appears to comply <br />with applicable permit and regulatory requirements. <br />I am requesting your evaluation of the data and analyses included <br />in the report, with respect to apparent conformance with PHC <br />projections. I also have a few questions for your consideration <br />(see below). <br />Good luck Jim, should you elect to accept this mission. <br />1995 Unresolved Issues <br />There were two outstanding issues remaining from the Division's <br />9/17/96 AHR review letter. <br />1) As noted in the updated AHR Information packet, the issue <br />concerning the status of certain effluent sample and toxicity <br />reports which had been sent to EPA in 1992 appears to have been <br />adequately addressed by the 1996 AHR text and Appendix H. <br />2) The question regarding whether or not the operator should be <br />required to monitor and report field parameters for mine inflows <br />needs to be resolved. The application text describing AHR data <br />collection and reporting indicates that this monitoring would be <br />done, but it is not specified in the ground water or surface water <br />monitoring sections of the application, and the data has apparently <br />not been collected in the past. <br />If the data is necessary for PHC verification purposes, the <br />monitoring plan will need to be revised as necessary.
