page 3 <br />submission of a series of amendments to the original application. <br />Empire Energys' amended application contains an inventory <br />of potentially affected structures and renewable resource lands. <br />(Section 4,6,1 and Map IV-2) The potentially affected area <br />contains several residences, an oil pipeline, State Highway 13, <br />a railroad spur, irrigation ditches, and both bedrock and alluvial <br />aquifers. The potential impacts of subsidence upon each of <br />these features has been projected and monitoring and control <br />plans regarding each of them have been included within the <br />amended application (Section 4.6.2). <br />The amended application also contains a discussion of <br />projected worst possible consequences for each of the potentially <br />affected structures or renewable resource lands. (Section 4.6.3) <br />Based upon the proposed control plan and mathematical projection <br />of anticipated subsidence magnitudes the applicant predicts that <br />no material damage will be sustained by any of t:he potentially <br />affected structures or renewable resource lands. <br />Empire Energy Corporation proposes to prevent subsidence <br />beneath the Yampa and Williams Fork Rivers through utilization <br />of a limited extraction plan of mining. The applicant presents <br />an evaluation of projected subsidence including expected <br />subsidence profiles and estimates of expected subsidence <br />magnitudes based upon National Coal Board techniques. A <br />projection of maximum subsidence of 6.3 feet is made by the <br />applicant. Based upon empirical observations by Gentry & Abel, <br />the applicant projects a maximum angle of draw of 20° from <br />vertical. Utilizing the projected angle of draw the applicant <br />delineates areas within which only limited extraction of coal <br />
