Cattany <br />Hayden, CO 81639 Division Director <br /> Natural Resource Trustee <br />Re: Yoast Mine (Permit No. C-94-082) <br />2002 Annual Hydrology Report Review <br />Deaz Mr. Jones: <br />The Division has reviewed Seneca Coal Company's (BCC's) 2002 Annual Hydrology Report <br />(AHR) for the Yoast Mine. The frequency of data collection for surface water and groundwater <br />is in compliance with the approved monitoring plan contained in the permit document. The 2002 <br />AHR was well organized and SCC did a good job at collecting and reporting the required <br />monitoring data. <br />With only minor exceptions, SCC obtained all required water level measurements and samples <br />for laboratory analysis from groundwater monitoring locations. Two new wells were installed, <br />developed, and sampled for the first time during the 2002 Water Yeaz. Well YWC33 (Wolf <br />Creek Coal) and Well YWCU33 (Wolf Creek Underburden) were both sampled for the first time <br />on 09/12/02. The permit document has been appropriately updated to include these two new <br />monitoring well locations and required monitoring frequencies. Well YWU16 requires triannual <br />water level measurements. These were not obtained because the well was dry throughout the <br />year. Water level-measurements and groundwater samples could not be obtained at Well YOV29 <br />because this well was also dry throughout the water yeaz. <br />Required samples were collected from all NPDES sites with the exception of Pond 014. <br />Construction of Pond 014 (NPDES 14) was completed in September 2001. No dischazge from <br />this pond has occurred to date. Flow measurements could not be obtained from Spring YSPG6 <br />because the pipe carrying dischazge was clogged. Water quality samples were obtained for this <br />spring from the spring house clearwell. Spring YSSF3 exhibited zero flow for July through <br />October and Spring YSS2 had no flow in August and October during the water yeaz. Even <br />though flows at these locations were less than 5 gpm, samples were collected in April and June <br />for YSSF3 and triannual samples were obtained for YSS2.
