The density of sampling of re-graded overburden is one <br />sample per five acres (Permit, Exhibit 6, Section 4b, Colowyo letter of January 4„ 1983). The <br />report (Section 8) includes analyses of the re-graded overburden sampling program. <br />The Permit (page 2.05-57) requires a random sampling of topsoil. None were reported, nor have <br />any been reported as faz back as 1994. This was identified in the Division letter of October 25, <br />2002, comments on the 2001 ARR. It was to have been corrected in the revision to the permit for <br />South Taylor expansion, but this revision was not processed. The requirement to sample topsoil <br />was eliminated by Technical Revision 59, approved 12/14/2004. <br />During the first growing season, sampling is required to determine frequency by ;;enera of seeded <br />and volunteer species. During the second and fourth season herbaceous cover and woody plant <br />density information is required. Monitoring of areas planted for seven or more years for status <br />toward approaching maturity is required. The report contains the results of sampling of 2002 <br />plantings for emergent (or seedling), sampling of 2001 plantings for cover, diver;~ity and woody <br />plant density, sampling of 1999 plantings for cover, diversity and woody plant density, and 1996 <br />for cover, diversity, production and woody plant density in compliance of the requirements of the <br />Permit.Reports on revegetation monitoring are in Section 9.
