(BMRI), SAN LUIS MINE,
PERMIT NO. M-88-112, CONSTRUCTION STATUS REPORT
Dear Larry:
Enclosed are three copies of the Construction Status
Report for the San Luis Mine Tailings Disposal Area Phase II,
Raise 1. This report has been prepared primarily in response
to questions raised by the Division during their October 1,
1993 site inspection and a subsequent meeting held on October
8, 1993 between the Division, BMRI and BMRI's design engineer,
Steffen, Robertson and Kirsten (U.S.), Inc. (SRK).
The report discusses all engineering field changes made to
date for the tailings disposal area expansion construction, but
focuses primarily on the change in material specifications for
the embankment raise construction and questions raised by the
Division regarding the liner cover material. We would like to
re-emphasize that the liner cover material has been placed by
the earthwork contractor, but has not been accepted by engineer
and material test work is ongoing. If this matterial is
unacceptable, it will be blended until acceptable or removed.
The report also presents information to demonstrate that the
change in embankment material specifications will not alter the
performance of the tailings disposal area.
In order to avoid future concerns with engineering field
changes made during tailings expansion construction, BMRI is
proposing modifications to the reporting language contained in
Section 7.0 of the Technical Specifications. These proposed
changes are included as a part of this report submittal.
We appreciate the Division's sensitivity to the need for
completing the disposal area expansion construction prior to
the onset of winter weather and the Division's prompt response
to date on construction related reports and question. As you
know, BMRI has voluntarily suspended embankment construction
activities until the Division's concerns are resolved. We hope
5b7U GREENWOOD PLAZA RI ~`D.
