Other reclaimed areas require a year 3 species diversity and visual cover <br />estimate, followed by a year 4 evaluation that is assumed to be a vegetation sampling episode. Please <br />describe how these requirements have been met for previously revegetated areas since 1988. Please also <br />describe how these requirements will be met in the future on more recently reclaimed areas considering <br />the fragmented nature of the areas. <br />Please consider the following issues a summary of the above narrative along with any issues identified during the 2005 <br />ARR review. Resolution of any issues identified below will bring the file current regarding ARR requirements. <br />1. Please submit seed tags or copies of an invoice documenting seed purchased and used in compliance with the <br />approved seed mix identified in the permit, for seeding done in 2003 and 2005. <br />2. Please review the attached Excel spreadsheet completed by the Division. Each area depicts the map code <br />identifier, description, acreage, major ARR task completed, year of completion, type of land use, and whether or <br />not the area requires topsoiling (DR/DNR). If the value is color-coded, it means the task is done. Pre-2001 work <br />is shown in orange, 2003 work in blue, and 2005 work in yellow. <br />Comparison of the spreadsheet (attached) to the 2005 ARR form elicits comments 4-8 below. Please refer to the <br />worksheet titled ARR accounting. <br />4. The total acres disturbed at the end of 2005 was reported as 136.48. The spreadsheet came up with 136.36, <br />which is remarkably close. If you choose to use the spreadsheet in the future, please report 136.36 as the <br />cumulative total acres disturbed at the end of 2005. <br />5. The B & G acres reported was 44.53. The spreadsheet calculates 43.52, a difference of one acre. Unless you <br />have other information, the Division believes 43.52 is the correct number. <br />6. It appears that 2003 over-reported the number of acres topsoiled. Unless you have other information, the Division <br />believes that 17.6 acres have been topsoiled as of the end of 2005. <br />7. 26.32 acres were reported as seeded by the end of 2005. The Division believes this number is 28.05 acres unless <br />you have other information. The Division estimate 8.76 acres have been seeded longer than ten years, leaving <br />19.29 seeded less than ten years. <br />8. The 2005 form reports 103.46 acres in long term mining and reclamation facilities. This value, when added to the <br />acres in active mining areas AND acres of B 8 G, must equal the total disturbed acres. In this case, using the <br />spread sheet numbers, the acres in long term facilities should be 92.84. (136.36-43.52-0=92.84) <br />Please respond to issues 1-8 to bring the ARR review process current and to provide closure to previous review <br />issues.
