Box 1352 <br />Palisade, Colorado 81526 <br />Re: 81ue Ribbon Hydro]ogic Monitoring and Bench Certification <br />File No. C-047-81 <br />Dear Mr. Stover: <br />A review of NPDES reports submitted for 1985 indicates that several <br />exceedances of permit limitations occurred from samples taken from pond 001 <br />discharge. These exceedances occurred for total suspended solids and iron. <br />Blue Ribbon Coal Company believed these exceedances were largely the result of <br />excessive water being channeled through the pond by the mine water discharge <br />and the iron limit being too low. An additional discharge point for the mine <br />water and an increased iron limit were requested from the Department of <br />Health. Our inspection reports and the third quarter NPDES report which was <br />submitted on January 23, 1986 indicate that the requested changes were granted <br />in October, 1985. We would like to receive copies of the documents from <br />Health approving the changes and setting the new limit for iron. <br />An exceedance of both TSS and iron occurred October 29, 1985, presumably after <br />the changes were approved. What does Blue Ribbon attribute these exceedances <br />to? Copies of additional correspondence with the Department of Health would <br />be helpful. <br />For future reference please note that the Division should be notified of <br />exceedances within five days of receiving sample results, as per <br />Rule 4.05.13(2 )(a ). <br />On a different matter, we have completed our review of the fourth Quarter <br />bench certification and monitoring report.
