Box 1352 Palisade, Colorado 81526 Re: 81ue Ribbon Hydro]ogic Monitoring and Bench Certification File No. C-047-81 Dear Mr. Stover: A review of NPDES reports submitted for 1985 indicates that several exceedances of permit limitations occurred from samples taken from pond 001 discharge. These exceedances occurred for total suspended solids and iron. Blue Ribbon Coal Company believed these exceedances were largely the result of excessive water being channeled through the pond by the mine water discharge and the iron limit being too low. An additional discharge point for the mine water and an increased iron limit were requested from the Department of Health. Our inspection reports and the third quarter NPDES report which was submitted on January 23, 1986 indicate that the requested changes were granted in October, 1985. We would like to receive copies of the documents from Health approving the changes and setting the new limit for iron. An exceedance of both TSS and iron occurred October 29, 1985, presumably after the changes were approved. What does Blue Ribbon attribute these exceedances to? Copies of additional correspondence with the Department of Health would be helpful. For future reference please note that the Division should be notified of exceedances within five days of receiving sample results, as per Rule 4.05.13(2 )(a ). On a different matter, we have completed our review of the fourth Quarter bench certification and monitoring report. The report is adequate and indicates no problems at this point with the bench construction.
