Long <br />Division Director <br />RE: 1995 Annual Hydrology Rep ~ rt; Blue Ribbon Mine; Permit No. C-81-407 <br />I <br />Dear Mr. Stover: I <br />The Division has reviewed the 1995 Annual Hydrology Report (AHR) for the Blue Ribbon <br />Mine. The frequency of data collection is in compliance with the approved monitoring plan <br />contained in your permit. As previously discussed, only one flow measurement is taken for both <br />upper and lower Hubbard Creek monitoring points. According to previous correspondence <br />records and in accordance with the permit page 124a, only upper Hubbard Creek is monitored <br />for flow. Lower Hubbard Creek is measured only for the field parameters: pH, temperature, <br />and conductivity. No deviations from the original monitoring plan were noted, <br />i <br />As indicated from the quarterly Discharge Monitoring Reports (not contained in the AHR), <br />NPDFS Permit sampling was not conducted during calendar 1995 due to no discharge from the <br />outfall sampling locations. <br />No significant anomalies in water quality or water quantity data were noted based on a review <br />of this and previous AHRs. Some general comments on the 1995 data are provided below. The <br />data indicate much higher values for conductivity in samples taken from the South Underdrain <br />as opposed to samples collected from the North Underdrain. Water-level data taken from on-site <br />piezometers show very large fluctuations in ground water levels throughout the year. <br />Particularly in P-1, P-2, and P-3 where groundwater levels fluctuate as much as 30 feet. <br />The Division has the following comments regazding the report: <br />1. For ease of interpretation, data tables contained in the text of the report should <br />be complete. For example, pH and temperature data were not included in <br />Underdrain summary table on page 2. Please submit revised report pages. <br />2. The graphs of depth to water for piezometers P-1 through P-5 show many <br />additional data points between the required quarterly monitoring points. If these <br />data are available they should be tabulated in the report along with the quarterly <br />data. Please provide a revised summary table for the bench piezometers. <br />
