• Technical Revision 28 was approved on May 20, 2005. In this revision, <br /> Spoil Spring 1 was added to the monitoring program. The monitoring <br /> frequency at Sites YSSF3 (upper S age Creek) and YSGFS (upper Grassy <br /> Creek) was changed from monthly to triannual. Monitorin g at Springs 6 <br /> and 10 was discontinued. Finally, t he surface and ground water parameter <br /> lists were revised. Details of the changes may be found on pages 25 and <br /> 26, Tab 15, of the permit. <br />Meteorological Data <br />No meteorological data is collected at the Yoast Mine. SCC maintains a <br />weather station (wind speed and direction, temperature and <br />precipitation) at its adjacent Seneca II-W Mine. The reader is referred <br />to that AHR, Appendix B. SCC also maintains a precipitation gage at its <br />adjacent Seneca II Mine. Data for this year are included on Table 1, A <br />summary of all data collected at that station is provided here in Table <br />2. <br />• Data from the National Climatic Data Center's Hayden Station is used <br />here to evaluate the precipitation trend. For this year, 19.74 inches <br />of precipitation was measured, which is 2.40 inches (14$) above the <br />1971-2000 average. October, November, January, February, March, April <br />and June were all above average. Snowpack runoff, as estimated by <br />totaling November through March precipitation values, was 7.53 inches, <br />which was 0.35 inches (5~) above the 1971-2000 average. <br />The Seneca II precipitation gage measured 17.02 inches this year. This <br />value is 1.53 inches (8~) below the 1981-2004 average. Snowpack runoff, <br />estimated using the Seneca II precipitation gage, was 5.50 inches <br />(November-March total), which is 1.93 inches (35~) below the Seneca II <br />1981-2004 average. This is the sixth year in a row of below average <br />precipitation at Seneca II. These values are more relevant than the <br />Hayden Station data when evaluating the spring runoff observed this year <br />at Yoast. <br />• <br />2 <br />
