This occurred due to circumstances related to the Succession of Operator Application, which was submitted in November 2001. As you are aware, Lafarge took over the operation of the Gypsum Ranch site from Roaring Fork Sand & Gravel. The actual transfer took place in June. At that time, we promptly put together Succession of Operator Applications to be submitted to your office for approval. Inadvertently, these applications were not submitted in a timely fashion. Thus, the Division notified Roaring Fork Sand & Gravel requesting the payment of the fee and the Annual Report. It is our understanding that John Martin did, in fact, submit the Annual Fee, but did not turn in the Annual Report. We are working to square things away with John Martin for the fee that he paid last year. I respectfully request your advice on what we should do to rectify the missing Annual Report.
