As is usually the case intwo-year-old reclaimed areas, the <br />abundance of annual/biennial species is large and the size of individual perennial plants <br />is small, so the Phase III cover standard to be met after a minimum of nine years is not <br />yet achieved in the 1999 reclamation. <br />Cover values observed in 2001 represent a plant response to a year whose plant growth <br />circumstances (as discussed above) are as close to "normal" (as described by the <br />arithmetic averages of precipitation and temperature) as one is likely to experience. The <br />fact that, under these conditions, the reclaimed areas beyond infancy exceeded the <br />Phase III cover standard is encouraging. <br />Herbaceous Production <br />Observed production values and derivation of the 2001 herbaceous production standard <br />• are compiled /documented in the table below: <br />to <br />
