Reclamation Report (PCC, 1991) and confirm the mean soil replacement thickness for the
• life-of-mine disturbance area at Seneca 11 Mine.
Soil Salvage and Storace. Soil salvage (disturbance) areas and soil stockpile sites as of
December 31, 1991 are shown on Exhibit 91.3. The following technique was used to prepare
the 1991 Soil Balance Plan. Phe soil salvage area and existing soil stockpiles, as of
December 31, 1991, were transferred from the Seneca II Pit Progress and Reclamation Map to
a 1"=400' scale Existing Contours Map dated October 3, 1991. This disturbance area,
provided by the Seneca II engineering staff, was confirmed by overlying the black and white
1~~=400' scale aerial photo dated October 3, 1991 and by an on-site field check on October
18, 1991. The remaining soil salvage areas and affected lands boundary for the remainder
of Seneca II Mine, are shown on Exhibit 41.3, 1491 Soil Balance Plan. Soil map units for
the undisturbed areas ere identified on the baseline soil map, Exhibit 9-1, Soil Types and
Sample Locations (dated May 13, 1988).
The projected soil salvage areas, soil salvage thickness, and soil volume for each soil
type for the remainder of Seneca 11 Mine are listed in Table 91.4. The soil salvage
thicknesses ar e identical to those utilized for the 1990 Annual Reclamation Report (PLC,
1991). It is projected that 150. 7 acre-feet of soil remain to be salvaged within the
permit area.
All existing soil stockpile locations (15 total) are shown on Exhibit 91.3. Soil stockpile
volume information is presented in Table 91.5. During the pas[ year, the soil reserve at
these 15 stockpiles did not change. Approximately 492.8 acre-feet of soil was stockpiled
as of December 31, 1991.
Soil Redistribution Thickness. The mean soil redistribution thickness is calculated by
comparing the disturbance area that requires soil replacement as of December 31, 1991
with the soil reserve in stockpiles and soil to be salvaged ahead of mining. The
disturbance area was determined from the 1990 Annual Reclamation Report (Exhibit 90.1), the
October 3, 1991 black and white 1~~ = 400' scale aerial photograph, and on-site field
checks. The disturbance area requiring soil replacement as of December 31, 1991 totals
714.6 acres (Table 91.4).
There are 785.4 acres of land that are or will be disturbed by mining which will receive
• replaced soil from January 1, 1992 through 1998 (final reclamation year, Seneca 11 Mine,
10
~~~ ~ ~~~
