Loop <br />oi~~.,nn o~reanr <br />The Division has reviewed Colorado Yampa Coal Company's 1996 and 1997 Annual <br />Hydrology Reports for the Mine 1 and Eckman Pazk Mine Pemut, C-81-077. Generally, <br />Colorado Yampa Coal Company completed the required monitoring in accordance with the <br />approved plan. Colorado Yampa Coal Company presented complete and clear data. The <br />Division identified one concern. It appears that negative reported data, indicative of values <br />below the detection limit, aze being factored into the mean calculation. Although it is <br />appropriate to report an analysis below the detection limit (BDL) for a parameter, it is not <br />appropriate to include a BDL value into the calculation of the average and standard deviation. <br />For an example, please refer to Table 45A, 1997 AHR, under the parameters Iron, Copper, <br />and Molybdenum.
