2. Similar to settling, lateral movement remains stabilized. Lateral movement has stabilized at <br />generally less than two feet overall and, with the exception of the 6700' level, in an easterly <br />direction. <br />3. No springs or seeps have been noted associated with the Fill. The piezometer well remains dry. <br />4. The Streeter Fill Inspection Reports provided in Exhibit 6 document there has been no <br />significant changes otherwise noted in the survey monuments or the.piezometer well and no <br />formation of any springs or seeps. <br />Various surface cracks in the topsoil resulting from minor topsoil settling have previously been <br />noted and monitored, but no evidence of sur6cial slope failure or additional movement has been <br />noted. In summary, no significant changes have occurred in Streeter Fill N 1996. <br />B. Section 16 Fi]] <br />• Reouirements <br />During construction of the Section 16 Fill, the Division received copies of quarterly inspection reports <br />and Certifications for the Fill. The Division was notified in the fourth quarter, 1994 report that <br />"construction" of the Fill was completed and Colowyo was entering the "monitoring" phase of the Fill. <br />As such, the certified inspections, piezometer well testing and monitoring of the four survey monuments <br />will be conducted quarterly and submitted only in Annual Reclamation Reports. All the reports have, <br />however, ban available and were inspected by the Division during the quarterly complete inspections. <br />Results <br />The 1996 survey information, certifications and piezometer well information is provided in <br />Exhibit 7. Section 16 Excess Spoil Fill. <br />The survey information consists of four quarterly surveys of the four monuments accompanied <br />with corresponding diagrams to provide an analysis of the results. The surveys indicate the Fill <br />has settled from .39 fat to .53 fat. with a corresponding lateral movement of 0. l feet to 0.44 <br />feet. The data suggests nothing more than the anticipated amount of settling and consolidation <br />of the Fill. <br />
