Wal<her
Executive Director
Ronald W. CatUny
Division Director
Natural Resource Trustee
The Division of Minerals and Geology has reviewed the 2nd quarter 2003 inspection reports for
the Refuse Disposal Area (RDA) and Development Waste Pile (DWP) at the New Elk mine.
For the DWP, the inspection was conducted as required by Rule 4.09.1(11) and the additional
requirements of Rule 4.10.2(2). Observations indicate the engineered structure is well
maintained and no indication of instability of the DWP was noted, Significant reclamation work
occurred at the DWP in the 15' quarter of 2003. According to the report, cover was applied at
the approved depth of two feet as approved by technical revision #46 (TR-46) and this cover
and topsoil was sampled for suitability and nutrient deficiencies. Please document the
application of fertilizer or soil amendments in future reports and in the Annual Reclamation
Report for the site.
For the RDA, compliance with the requirements for reporting could not be determined. The
second page of the report was a duplicate page from the DWP report. Please submit page 2 of
the RDA inspection report.
Please submit quarterly waste pile inspection reports for the Division's records within 30 days
after the end of each quarter.
