0 <br />-3- <br />observation monitoring points will consist of observing the Mine to ensure <br />that the general alignment of the monitoring points is being maintained. <br />Empire Energy plans to photograph these lines from a consistent vantage point <br />(consistent camera placement and orientation) on a quarterly basis to provide <br />a permanent record of observation point response. Empire personnel will also <br />walk the monitoring lines on a quarterly basis to inspect thtt surface for any <br />sign of surface subsidence impact or slope instability. <br />Empire Energy Corporation also proposes to conduct a general program of visual <br />observation and inspection above the longwall panel monitoring areas. This <br />program will consist of visual monitoring of the slope monitoring grid lines, <br />the topsoil stockpiles, the two stock water pond dams, and tF~e surface access <br />road. Visual monitoring of these structures and grid lines will be performed <br />on a quarterly basis. Monitoring will commence prior to development mining <br />within any of the affected areas. Results of the monitoring will also be <br />reported to the Division on a semi-annual basis. Visual observation <br />monitoring will continue until authorization to cease monitoring has been <br />received from the Division, in writing. <br />/t h <br />Doc. No. 3407 <br />
