<br />BOWIE RESOURCES LIMITED JAN ~ 2 f998 <br />Bowie No. 2 Mine <br />Coal Mine Waste Bank Certification <br />„~~siroi n. i~nur~rris ~, t,eolnry <br />In accordance with Rules 4.09.1(11) and 4.10.2, this certification has been prepared to <br />certify the coal mine waste bank founding and surface drainage system was <br />constructed as designed and in accordance with the approved plan. <br />The design of the coal mine waste bank is presented in Volume IV of the permit <br />document. The preparation of the coal mine waste bank founding involved; 1) removal <br />of all organic material and topsoil; 2) excavation of the central ridge; 3) placement of an <br />underdrain system and; 4) installation of a surface drainage system. <br />The coal mine waste bank founding was constructed beginning in October 1997 and <br />was completed in December 1997. I (J. E. Stover, P.E.) inspected the construction <br />numerous times during the quarter and have a wide variety experience in the design <br />and construction of earth fill embankments. There were no steep slopes, seepage or <br />other visible factors which would indicate a potential problem with the coal mine waste <br />bank founding. <br />The construction of the coal mine waste bank founding is a phased project. A portion <br />of the founding was cleared of all organic material and topsoil. A portion of the central <br />ridge was removed. Approximately 150-feet of the underdrain system was installed. <br />The underdrain system will be extended as the coal mine waste bank is constructed. <br />The remaining portion of the central ridge will probably be excavated and placed on the <br />outslope of the pile to provide non-toxic and non-combustible cover material. <br />To the best of my knowledge and belief the coal mine waste bank founding and <br />drainage system was constructed in accordance with the approved plan and meets the <br />requirements of the Regulations of the Division of Minerals and ~eolc~y.
