i~ <br />CERTIFICATION OF <br />WEST ELK MINE <br />COAL STORAGE AREA FILL <br />Phil G. Schmidt served as the Project Manager during the design and construction <br />of the stack tubes coal storage area fill. Mr. Schmidt has been working in the engineering <br />field more than twelve years, and has more than six years experience with mine facilities <br />construction, including earthwork. He is a registered Professional Engineer in the State <br />of Colorado. <br />Compaction activities were observed by Mr. Schmidt at regular intervals during <br />the fill construction, including soil placement and physical compaction and testing. Soil <br />compaction testing was conducted by Western Colorado Testing, Inc. utilizing a nuclear <br />soil density gauge. All results were found to be acceptable and are on file in West Elk <br />Mine's construction records. <br />The fill was constructed primarily with on-site soils to a 1.5:1 outside slope.I <br />Approximately 25,700 cubic yazds of gob were utilized in the center portion of the fill <br />azound the underground reclaim tunnel. Per the approved design and stability analysis <br />completed by GeoWest, Inc., at least a 50-foot wedge of compacted soils comprised the <br />outside of the fill (Reference TR Nos. 58 and 61). <br />The coal storage azea fill was constructed in compliance with prudent state-of-the- <br />art and with Mountain Coal Company's approved permit, as revised per TR Nos. 58 and <br />61. <br />~ ADO R~~i,ll <br />~. The resulting outside slope from the top of berm to fill base is approximately <br />1.3:1. <br />
