Kiger December 12, 1994 <br />WEST PIT EXCESS SPOIL FILL CONSTRIICTION IIPDATE AND CERTIFICATION <br />On December 2, 1994, I inspected the area in which the West <br />Pit Excess Spoil Fill is being constructed. The purpose of this <br />inspection was to observe whether the placement of the <br />underdrainage system was complete from Station 0-30 to station <br />20+50 of the West Pit Spoil Fill underdrain length, and to satisfy <br />the requirements of CDMG Rule 4.09.1(lla). <br />During the inspection it was observed that all necessary rock <br />for the completion of the surface drainage system from station 0-30 <br />to station 20+50 had been put in place and the drain was complete <br />as far as can be currently accomplished. The underdrainage system <br />was begun on August 10, 1994, and the underdrainage system from <br />station 0-30 to 9+00 was noted complete in the West Pit Excess <br />Spoil Fill Construction And Certification report dated October 7, <br />1994. Photo's for that section of underdrain were included at that <br />time. The photo's attached to this certification are for stations <br />9+00 to 20+50 of the underdrain. <br />I am a mining engineer, registered in the State of Colorado, <br />and experienced in rock material placement and rock drain <br />construction for the purposes of mining activities. <br />To the best of my knowledge, based on my professional <br />expertise the West Pit Excess Spoil Fill has thus far been <br />constructed in conformance with the prudent state-of-the-art <br />methodology for earth and rock fill construction projects as <br />specified in pages Ia-2 through Ia-4, Exhibit 19Ib, and other <br />applicable requirements of the approved permit documents, a portion <br />of CDMG Permit C-81-019. <br />Lien R.
