BOX 670 Michael B. long <br /> Division Oirttra <br />Hayden, CO 81639 <br />Re: Seneca II bline (Permit No. C-80-005) <br />1999 Annual Hydrology Report Review <br />Dear Mr. Altavilla: <br />The Division has reviewed Seneca Coal Company's (BCC's) 1999 Annual Hydrology Report <br />(AHR) for the Seneca II Mine. With only minor exceptions; the frequency of data collection is in '-^'• '' ~~~'~• <br />compliance with the approved monitoring plan contained in the permit document. SCC did a <br />good job at collecting and reporting the required data. The report is well written and the data aze <br />presented in a concise manner. <br />SCC adequately addressed the Division's comments on the 1998 AHR by incorporating <br />responses into the 1999 AHR. The Division has the following comments concerning the 1999 <br />AHR. <br />The following required monitoring data were not provided: <br />• Water level measurements for monitoring well SWC15. <br />• Oil and grease analyses for surface water sites designated for the "short" pazameter <br />list. <br />If available, please provide these data in revised report pages or provide an explanation <br />for the missing data. <br />2. The surface water and groundwater monitoring frequency tables contained in the <br />approved monitoring plan specify that the "short" list as opposed to the "lone' list will be used <br />for certain monitoring sites. It appears that the "long" list for laboratory pazameters was used <br />even for sites designated for the "short" list. This may be unecessary and result in additional <br />expenditures. If deemed appropriate, please make the necessary arrangements with the <br />laboratory to ensure that only the required parameters aze being analyzed. <br />
