Rule 4.10.4(3)(b) requires the
refuse pile to be compacted to attain 90 percent of the maximum dry
density to prevent spontaneous combustion and to provide the
strength required for stability of the refuse pile. The compaction
results for four sites did not meet this standard because the
entrance to the pile was wheel-rolled instead of compacted with a
sheepsfoot.
The Division recommends that all areas of the refuse pile be
compacted with the sheepsfoot compactor, and the area that did not
meet the compaction requirement be recompacted prior to placement
of another lift. Please continue to provide with your quarterly
reports, a sketch showing the approximate location of the sampling
locations. I found the sketch very helpful in reviewing the
testing results.
Please call if you have any questions.
Christine E.
Environmenta
on Specialist
CEJ/007.218
