Rule 4.10.4(3)(b) requires the <br />refuse pile to be compacted to attain 90 percent of the maximum dry <br />density to prevent spontaneous combustion and to provide the <br />strength required for stability of the refuse pile. The compaction <br />results for four sites did not meet this standard because the <br />entrance to the pile was wheel-rolled instead of compacted with a <br />sheepsfoot. <br />The Division recommends that all areas of the refuse pile be <br />compacted with the sheepsfoot compactor, and the area that did not <br />meet the compaction requirement be recompacted prior to placement <br />of another lift. Please continue to provide with your quarterly <br />reports, a sketch showing the approximate location of the sampling <br />locations.
