- _. ~ ~ . <br />'~ <br />• blue ~.~ ~ ~ ~; iQg~ <br />ribbon blue ribbon coal company <br />p.o. box 58 <br />cool ^ R~niFp ~ An+n nc~' $~"•AA~~'` ~ delta, Colorado 81416 <br />company (303) 874-7561 <br />BLUE RIBBON MINE BENCH STABILIZATION QUARTERLY CERTIFICATION. <br />In accordance with Colorado Mined Land Reclamation's Rule # 4.09.1 this <br />certification was prepared to cover the third quarter, May -July, 1985, of the <br />mine bench stabilization project at Blue Ribbon. I, Larry M. Reschke, PE, <br />continued to be project engineer for this quarter of construction and Jim Stover, <br />PE, of Powderhorn Coal Company continued to assist in the inspection of the <br />project. <br />During this quarter 2 phases of construction were completed; the coal waste <br />fill and the underdrain installation. The third activity during the quarter was the <br />• installation of 3 piezometers and 4 of 8 stability monuments. The placement of <br />cover material has been postponed until September to allow placement just prior <br />to seeding and to allow time to solicit bids for the work. <br />The placement of coal waste was completed June 19, 1985, when 140, 000 tons <br />of material had been shipped from West Elk Coal Compsny. Grading of the out- <br />slope was completed July 2, 1985. Diagram 2 shows the final configuration of the <br />coal waste fill. Due to the prior tonage agreement with West Elk the decision was <br />made to limit the bench size to that tonage. Rather than the uniform 2h:ly design <br />the slope ranges from 2:1 to 2.6:1 above the lower bench. To facilitate haulage <br />during the bench construction, extra material was placed on the lower bench. <br />Upon consultation with Jim Pendleton of CMLR on June 18, 1985, it was decided <br />• that some extra material could be left on the lower bench.
