BOWIE RESOURCES LIMITED <br />Bowie No. 2 Mine <br />Coal Mine Waste Bank Inspection - 1g` Quarter 2002 <br />On March 25, 2002, I performed the required quarterly visual inspection of the Bowie No. <br />2 Mine coal mine waste bank in accordance with Rule 4.10.2. <br />I, J. E. Stover, P.E., have a wide variety of experience in the design and construction of <br />earth fill embankments. Nothing was observed during the inspection that would indicate <br />the pile has a potential for failure. The gob disposal area was dry. All organic material <br />and topsoil has-been removed ahead of the waste bank founding. <br />The construction of the pile has progressed to nearly the level of the second terrace <br />(=6085'). The operator began excavating cover material from the gob pile founding and <br />placing the material on the outslope of the pile during the third quarter 1998. During the <br />2"a quarter 1999 additional cover material was excavated and placed on the outslope of <br />the pile. The entire outslope of the pile, up to the first bench, was covered with subsoil. <br />During the 1 s' quarter 2002 additional cover material was placed on the outslope of the <br />first and second bench. The depth of cover material placed has not been verified. <br />The coal mine waste generated during the quarter all came from the mine. Approximately <br />500 tons of gob were hauled to the gob pile. Coal mine waste is to be placed in the pile in <br />approximately horizontal lifts no more than 24-inches thick. The coal mine waste is <br />spread and compactive effort is provided by a self propelled sheepsfoot compactor or a <br />front-end loader. Compaction tests were performed on April 12"' on the lifts compacted <br />during the quarter. Relative compaction test results are enclosed. <br />A failure of the pile would probably not be a hazard to human life. The pile is located <br />above a large flat bench. The bench is approximately 80 to 150-feet wide directly below <br />the pile. Additionally, the gob pile sediment pond is located below the pile. If the coal <br />mine waste bank failed, the material would very~il~~t,~ntained on the bench below <br />the pile and or within the gob pile sediment <br /> <br />E. <br />
