(Northwest Colorado Consultants, Inc.) has prepared this letter outlining our <br />inspections made during the first quarter of 1999 at the Waste Coal Area, which is located at the Foidel <br />Creek Mine in Routt County, Colorado. <br />We visited the projec[ site on Mazch 25, 1999 with Rick Mills to inspect the waste coal area. At the time <br />of our visit, the contractor was stockpiling the waste coal materials in the northern and central portions of <br />Area 2 of the waste coal area. Based on our observations, it appears that the contractor had been <br />stockpiling the waste coal materials in the north-central portion of the stockpile and had not placed any <br />compacted lips since Last fall. The surface drainage chazacteris[ics at the site appeared satisfac[ory and <br />much better than those observed at the site the previous springs. <br />As suggested in our previous quarterly report, the water levels in the monitor wells, installed on Oc[ober <br />23, 1997, were measured during this quarter on a monthly basis.
