Box G <br />Steamboat Springs, Colorado 80477 <br />Attention: Mike Ludlow <br />Subject: Quarterly Inspections <br />Excess Spoil Pile 2A <br />Eckman Park <br />Job No. 7373 <br />Gentlemen: <br />A representative of our firm has made quarterly inspections of the <br />subject spoil pile since September, 1980, as you have requested. The <br />purpose of this letter is to summarize our observations made during <br />those inspections. <br />Quarterly inspections were made in September and December, 1980; <br />March, June and September, 1981. A representative of our office was <br />present previous to September, 1980 to observe construction of rock <br />drains and toe buttresses. A summary of those observations is pre- <br />sented in a letter dated August, 1980, under our Job No. 6210. <br />The purpose of our subsequent quarterly inspections was to observe <br />construction procedures and to examine for evidence of instabilities <br />as required by the Colorado Mined Land Reclamation Board, 2 CCR 407-2, <br />Section 4.09.1 (11). The construction procedure being used included <br />transportation of spoil to desired fill locations and depositing the <br />soils in loose piles. The piles were spread by bulldozers into re- <br />latively level lifts. Lift thicknesses varied, but averaged about <br />4 feet. Compaction of spoil was achieved by directing loaded and <br />unloaded rock trucks across the top of the level lift. Spoil con- <br />sisted of combinations of claystone and sandstone. Photographs of <br />the spoil being placed are included with this letter. <br />We understand that the placement of spoil in this area was discon- <br />tinued in about March of 1981. At this time, spoil had been placed <br />above the 4th bench level, between elevations 7310 and 7360. Benches <br />have been provided at about every 50 feet vertically and are about <br />30 feet in width. Outslopes were estimated to be about 2.5:1 <br />(horizontal to vertical). It appears the pile is being constructed <br />in general conformance with our recommendations presented in an in- <br />vestigation we prepared for this area (Job No. 56648). <br />1971 WEST 12TH AVENUE DENVER, COLORADO 80204 (303)8250777 <br />
