DEPT. OF NATURAL RESOURCES <br />At your request a representative of our firm made a quarterly inspection <br />of excess spoil pile II on October 7, 1982. The purpose of our inspection <br />was to observe construction procedures and to examine for evidence of <br />instability. This letter summarizes our observations. <br />Spoil was being placed in the lower portions of the northeastern one- <br />quarter of the disposal area. Spoil has previously been placed to about <br />design elevations in the western portions of the disposal area. <br />The materials being placed essentially consisted of non-slakeable sand- <br />stone and some slakeable shales. While no spoil was being deposited at <br />the time of our inspection, it appears that materials were being laid <br />in average 4-foot thick lifts. The pile had been raised to slightly above <br />the lowest intermediate bench level.
