Long.
Oivis~on Director
RE: Kerr's Response to the Division's Concerns with the 1991 Annual Hydrologic Report
(AHR), Kerr Coal Company, Marr Strip Mine (C-80-006)
Dear Mr. James:
As you may be aware, I will taking over as the lead specialist for the Marr Strip Mine from
Kent Gorham. Kent had reviewed the bulk of your responses to our concerns with your
AHR and did not have any concerns. I reviewed the proposed designs for the replacement
monitoring well and have some comments that follow.
As Kent stated in the Division's review of the AHR, it is important that an operational
downstream and/or down gradient well be installed at the location of well AO-2 in $rush
Draw. In response, Ken Coal Company submitted designs for the replacement monitoring
well.
The designs for this well are unique. I am not sure what purpose the outside casing will
serve, but it will work if other unspecified construction measures are taken. It is important
to isolate the aquifer to be monitored from possible contamination or dilution by surface
water traveling down the annulus of the well. So the annulus between the surface and the
beginning of the screened interval should be sealed with an impermeable material (relative
to the surrounding soil).
