Long. <br />Oivis~on Director <br />RE: Kerr's Response to the Division's Concerns with the 1991 Annual Hydrologic Report <br />(AHR), Kerr Coal Company, Marr Strip Mine (C-80-006) <br />Dear Mr. James: <br />As you may be aware, I will taking over as the lead specialist for the Marr Strip Mine from <br />Kent Gorham. Kent had reviewed the bulk of your responses to our concerns with your <br />AHR and did not have any concerns. I reviewed the proposed designs for the replacement <br />monitoring well and have some comments that follow. <br />As Kent stated in the Division's review of the AHR, it is important that an operational <br />downstream and/or down gradient well be installed at the location of well AO-2 in $rush <br />Draw. In response, Ken Coal Company submitted designs for the replacement monitoring <br />well. <br />The designs for this well are unique. I am not sure what purpose the outside casing will <br />serve, but it will work if other unspecified construction measures are taken. It is important <br />to isolate the aquifer to be monitored from possible contamination or dilution by surface <br />water traveling down the annulus of the well. So the annulus between the surface and the <br />beginning of the screened interval should be sealed with an impermeable material (relative <br />to the surrounding soil). <br />
