Lochhead <br />E.ecmive Dueaor <br />m¢hael B. Long <br />Division Di.enor <br />The: Division has reviewed Seneca Coal Company's (BCC's) 1997 Annual Hydrology Report <br />(AIiR) for the Yoast Mine. Overall, the report was well organized and is a high quality <br />document. A minor deviation from the approved monitoring plan was noted. No data were <br />reported for the well YTC32 (Shop Well). The Division has the following recommendations for <br />improving certain aspects of the data presentation. Because the report format is the same as that <br />for the Seneca II-W Mine, several of the comments presented below aze very similaz to those <br />presented in our Seneca II-W AHR review letter dated October 15, 1998. <br />Based on review of the Yoast Mine Permit Application Package (PAP), the Division <br />notes that several sources for water quality Standazds have been used to compile both the <br />Irrigation Standards and Livestock Standazds. The Irrigation Standazds and Livestock <br />Standards have been applied to both groundwater and surface water data for water quality <br />comparisons. For most situations, the Division recommends that the Basic Standazds for <br />Ground Water (Colorado Department of Health, 1996) be used for comparison with <br />groundwater samples, and the Basic Standards and Methodologies for Surface Water <br />(Colorado Department of Health, 1996) be used for compazison with surface water <br />samples. The Division suggests that SCC review the Irrigation and Livestock Standazds <br />utilized to ensure that they aze the most applicable for the intended purpose and that they <br />aze the most recent standards to date. Please note that the Colorado Department of Health <br />has updated the Basic Standards for Ground Water in April, 1996 and has updated the <br />Basic Standards and Methodologies for Surface Water in Mazch, 1996. The CDOH <br />standards referenced in the Yoast Mine PAP aze dated 1994. <br />STATE OF COLORADO <br />2. The footnote on Tables 7, 8, 1 1, and 12 states "*=sample below detection limit and <br />detection limit greater than the standazd."
