Walther <br />Executive Director <br />Michael B. Long <br />Division Director <br />The Division has received the 1999 Annual Reclamation Report for the Marr Mine. As shown on <br />the map, with the exception of Ponds F and G, all areas to be reclaimed were completed in 1999. <br />Final seeding was accomplished at the loadout and several smaller areas at the mine. This final <br />seeding initiates the ten year liability period. Therefore, Kerr Coal Company will be eligible for <br />final bond release in 2009 if all reclamation requirements have been achieved by that time. <br />With respect to the reclamation that was completed, the Division would like to know the depth of <br />topsoil that was replaced, both at the loadout and at the mine areas. Also, we would like to have a <br />copy of the seedmix and seeding rates that were used. <br />As we have discussed on the phone, the Division is interested in reviewing the revegetation <br />monitoring data that was collected on the reclaimed areas last summer. This data will help you <br />and us determine whether any additional interseeding other cultural practices will be necessary. <br />Interseeding can be accomplished during the first five years of the liability period. After that, if <br />additional work is necessary, the ten year liability period is reinitiated. If necessary, additional <br />work could be accomplished this coming summer without restarting the ten year period. <br />Thank-you for submitting the information requested on the new form.
