3. POND INSPECTION REPORTS & LIVESTOCK WATER TANK INSPECTION <br />REPORTS <br />• Requirement <br />In accordance with Rule 4.05.9(13) all impoundments aze inspected quarterly for structural <br />weakness, erosion and other hazazdous conditions. Reports aze to be submitted annually to the <br />Division. Colowyo conducts quarterly inspections of sediment ponds, the Washbay pond, the <br />Taylor pump holding pond and the stockponds located on reclaimed areas. In addition, Exhibit 2 <br />contains copies of the 1998 Quarterly Discharge Monitoring Reports submitted eazlier to the <br />Colorado Department of Public Health and Environment, Water Quality control Division for CDPS <br />Permit No. COG-850017. <br />Response <br />SEDIMENT PONDS WASHBAY POND AND TAYLOR PUMP HOLDING POND. <br />The Pond Inspection Reports are found in Exhibit 3. The reports indicate the ponds aze operating <br />in accordance with certified and approved designs. All embankments, spillways, and other outlet <br />structures are in good operating condition. <br />Streeter Pond (001) -The Streeter pond was dredged of sediment. <br />Work Area Pond~002) -The Work Area pond was dredged of sediment. <br />Gossazd Pond (003) -The Gossazd pond was dredged of sediment. <br />Gulch A. Pond (004) -The Gulch A pond inlet was lined with concrete and the inlet sump was <br />• dredged. <br />Stoker Pond (005) -The Stoker pond was dredged of sediment. <br />Rail Loop Pond (006) -The Rail Loop pond received no maintenance. <br />Prospect Pond (007) -The Prospect pond was dredged of sediment. <br />West Pit Pond (008) -The West Pit pond was dredged of sediment. <br />Section 16 Pond (0091 -The Section 16 pond received minor maintenance. Minor amounts of <br />sediment located at the ditch inlets was spread onto the cut slopes remaining after initial pond <br />construction. <br />East Taylor Pond (010) -The East Taylor Pond inlet was cleaned of sediment as part of the operation <br />to remove the slump material located on the slope above and east of the pond. <br />Washbay Sediment Sump -The sediment sump was cleaned of sediment. No additional repairs were <br />necessary. <br />There is no evidence suggesting potential failure at any of the ponds. In addition, the steel markers <br />located on the hillside above and south of the West Pit Pond indicates no evidence of instability in <br />that vicinity. Colowyo is also in the process of redesigning the ponds as "treatment" structures <br />rather than "containment" structures (Technical Revision No. 41). Modification of the pond <br />dschage structures should take place in early 1999. <br />• <br />
