Lamm
Governor
January 24, 1983
Mr. Rich Atkinson
Colowyo Coal Company
5731 State highway 73
Meeker, Colorado 81641
Re: Overburden Sampling Minor Revision
File No. C-019-81
Dear Mr. Atkinson.
The Division has reviewed the minor revision request submitted by Colowyo
• in order to refine the overburden manitoring plan. The minor revision is
approved by the Division. It should be recognized that the suspect
levels which would trigger further analysis and/or selective handling are
based on the fact that 18" of non=saline, non-sodic topsoil will be
replaced over regraded spoils.
This depth of replaced topsoil mitigates the potential adverse physical
effects of high SAR overburden and provides sufficient water holding
capacity to support growth of the herbaceous species. Based on the
precipitation regime and soil characteristics at Colowyo, upward
migration of salts into the topsoil would not be ekpected. Salt
tolerances of native shrub species have not been extensively researched,
but based on available information for the shrub species included in the
rec]amation plan, the suspect levels identified in the minor revision are
acceptable.
Sincerely,
' r
C ! . ~~: vL -.. -.
Dan I.
