Energy Fuels Coal, Inc. <br />Southfield Mine <br />2005 ANNUAL RECLAMATION REPORT <br />Introduction <br />This Annual Reclamation Report documents all final reclamation and site maintenance activities <br />conducted by Energy Fuels Coal, Inc (EFCn at the Southfield Mine and associated LoadouY <br />during the 2005 calendar year. Included with this report are text, discussion, and maps, in <br />accordance with the requirements of Rule 2.04.13. Tn addition, the Division's Annual <br />Reclamation Report form is completed and attached hereto. <br />EFCI ceased coal mining and processing activities in late December 2000. EFCI subsequently <br />filed for permanent cessation of operations, and commenced final reclamation of the site during <br />August 2001. <br />At the end of 2003 a total of approximately 82.1 acres, of the total disturbed azea of 105.8 <br />acres, had been backfilled, graded, topsoiled, and stabilized with permanent seeding and <br />mulching. This total reclaimed acreage included approximately 14 acres previously (1997) <br />reclaimed in the Loadout area and approximately 68.6 acres reclaimed during 2001-2003 in the <br />Mine Site Area. The 23.7 of disturbed area that remain include roads, facilities, sediment <br />control structures, and soil stockpiles, of which approximately 15.3 aches are long-term facilities <br />that have been approved for permanent retention in conjunction with the approved postmining <br />land use. The remaining disturbed areas comprising 8.4 acres are associated with temporary <br />facilities that will remain in place for some portion of the reclamation liability period to provide <br />ongoing access and sediment control. <br />Interseeding of all lands within the Corley property in the Mine Site Area was completed in <br />October 2004. The interseeding was done in response to violation #CV-2004-003, issued by the <br />DMG, citing EFCI's failure to seed the subject property in 2003 with the approved seed <br />mixture. A detailed description of the interseeding is provided in Seeded or Planted Areas, <br />below. <br />As part of EFCI's regulaz site maintenance activities and in conformance with any wncerns <br />noted by the DMG in their regular site inspections, surface water control structures and roads <br />were inspected. Based on inspection, the surface water control structures and roads were in <br />generally good condition, the only required repairs or maintenance as noted below. in <br />conjunction with final site reclamation and ongoing site maintenance, EFCI completed the <br />following specific activities: <br />Graded mine site roads and cleared roadside ditches as required during the summer <br />season; <br />Repaired and maintained silt fences as necessary; <br />
