FOURTH QUARTER 1999
ENGINEERING INSPECTION
EAST YARD AND WEST VALLEY FILL
GOB DISPOSAL PILES
The Sanborn Creek Mine approved pemut document includes the requirement to inspect the wal
mine waste pile for stability quarterly. The inspection is to be performed by a registered engineer or
other qualified professional specialist experienced in construction of earth and rockfill
embankments. Both Bear Coal Company and the Sanborn Creek Mine have approval to dispose of
coal mine waste in the gob pile.
On December 9, 1999, I performed a visual inspection of the East Yard and West Valley Fill gob
disposal areas at the Sanborn Creek Mine. The East Yazd gob disposal azea was dry. Nothing was
observed during the inspection that would indicate the pile has a potential for failure. Safety berms
are required on the downhill edge of the pile by the Mine Safety and Health Administration.
Compaction tests were performed for fourth quarter 1993, second quarter 1994, fourth quarter 1994,
second quarter 1995, fourth quarter 1995, second quarter ]996, fourth quarter 1996, third quarter
1997, second quarter 1999, third quarter 1999, and fourth quarter 1999. Compaction tests are
required, as necessary, based on the amount of material added to the waste area. Compaction tests
aze planned as material is added to the waste area.
A considerable quantity of material has been removed from the East Yard area for use as base
material for the new coal stockpile. Plans are to survey the pile on at least an annual basis for
accurate volume reports. Surveyor John Menke reported the volume of material removed during
1998 as 26,617 cubic yards. A considerable quantity of material has been added to the East Yard
area as part of the clean-up after the mine fire in 1999. Bear Coal Company did not haul any
material to the gob pile during the last five years. The Bear Mine was closed during December of
1996. Bear Coal Company may haul material to the gob pile as part of the reclamation of the Bear
Mine.
3 7 3 7 Hwy 1 3 3 P O Box 5 3 5 Somerset , C o l o r a d o 8 7 4 3 4 U S A
TEL (9 7 0) 9 2 9- 5 1 2 2 FAX (9 7 0 ) 9 2 9- 5 1 7 7
