BOWIE RESOURCES LIMITED <br />Bowie No. 1 Mine <br />Coal Mine Waste Bank Inspection - 4`"Quarter 2003 <br />On November 14, 2003, I pertormed a quarterly visual inspection of the Bowie No. 1 <br />Mine coal mine waste bank in accordance with Rule 4.10.2. <br />I, J. E. Stover, P.E., have a wide variety of experience in the design and construction of <br />earth fill embankments. Nothing was observed during the inspection that would indicate <br />the pile has a potential for failure. The pile is basically filled to capacity. The pile and <br />surrounding areas were damp and muddy from recent rainfall. No seepage or spoil <br />springs_were noted around the pile._ _ _ .. _ _ - _ __ _ _ _ _ __ _ _ <br />No coal mine waste was placed in the pile during the quarter. There were no drainage <br />alterations and no new bench construction. No topsoil was salvaged during the quarter. <br />The design of the waste disposal area is presented in Volume 6A. To the best of my <br />knowledge and belief, based on my inspection of the pile and previous inspections by <br />professional engineers, the coal mine waste bank has been constructed in accordance <br />with the approved plan. <br />The pile is located in a remote area well away from human habitation. A failure of the <br />pile might damage the mine haul road located below the pile.
