"The apparent size of populations fluctuates naturally. Some years a significant percentage of a <br /> population may not flower, but may remain dormant (without above ground growth) or in a <br /> vegetative state that is not readily observed during population counts. The monitoring of progress <br /> toward population goals cannot be based on counts of flowering individuals, and becomes <br /> problematic unless individual plants are marked for long-term monitoring. Such intensive <br /> monitoring of each orchid population is not practical.
