Kiger
May 31, 1994
SECTION 16 FILL CONSTRUCTION UPDATE AND CERTIFICATION
On May 31, 1994 I accompanied Mr. James A. Kiger, Colowyo's reclamation
supervisor, on an inspection of the Section 16 Fill and interviewed Mr. Kiger about his
observations during it's construction. The purpose of this visit was to observe the condition of
the fill and to satisfy the requirements of CDMG Rule 4.09.1(11). Since the last inspection on
March 18, 1994 very little construction has taken place. Some of the spoil sloping on the upper
end was completed and topsoiled. A small amount of spoil remains to be placed at the extreme
upper end of the fill and sloped. Other than that, the fill is essentially complete.
During the inspection, I field located four survey monument locations and the
observation well location. Prior to drilling the well, it will be verified that it is located in the
original drainage.
The fill exhibited no appearances of instability, structural weakness, or other
hazardous conditions. No seeps were observed. Vegetation was beginning to be evident.
I am a mining engineer, registered in the State of Colorado, and experienced in
the construction of earth and rock fill embankments. Mr. Kiger is employed by Colowyo as a
reclamation supervisor and he personally observed the construction of the Section 16 Fill and
particularly the topsoil placement and seeding.
To the best of my knowledge, based on my professional expertise and the
information provided by Mr. Kiger, the Section 16 Fill has thus far been constructed in
conformance with the prudent state-of-the-art for earth and rock fill embankment construction,
as specified in pages IIa-2 through IIa-4, Exhibit 19IIb and other applicable requirements of the
approved permit documents, a portion of CDMG Permit C-81-019.
~~
Robert G.
