Kiger December 20, 1994 <br />SECTION 16 FILL CONSTRIICTION UPDATE AND CERTIFICATION <br />On December 19, 1994 I performed an inspection of the Section <br />16 Fill. On December 19, 1994 I interviewed Mr. James A. Kiger, <br />Colowyo's reclamation supervisor about his observations during it's <br />construction. The purpose of this visit was to observe the <br />condition of the fill and to satisfy the requirements of CDMG Rule <br />4.09.1(11). Since the last inspection on September 6, 1994 the <br />remainder of the seeding of the previously topsoiled areas has <br />occurred. The fill construction is now final. <br />The fill exhibited no appearances of instability, structural <br />weakness, or other hazardous conditions. No seeps were observed. <br />Vegetation was evident on the majority of the fill surface. <br />I am a mining engineer, registered in the State of Colorado, <br />and experienced in the construction of earth and rock fill <br />embankments. Mr. Kiger is employed by Colowyo as a reclamation <br />supervisor and he personally observed the construction of the <br />Section 16 Fill, in particular the topsoil placement and seeding. <br />To the best of my knowledge, based on my professional <br />expertise and the information provided by Mr. Kiger, the Section 16 <br />Fill has been constructed in conformance with the prudent state-of- <br />the-art methodology for earth and rock fill embankment <br />construction, as specified in pages IIa-2 through IIa-4, Exhibit <br />19IIb and other applicable requirements of the approved permit <br />documents, a portion of CDMG Permit C-81-019. <br />Registered <br />25436 <br />
