1- <br />1 B&B Excavating, Inc. <br />Collection gad Disposal Plan For Bag House Sampled Dust <br />1 iV[ontgomery Pit, Eagle, Colorado <br />1 Background: A sampling and analysis plan (SAP) prepared by Dames & 'vloore for <br />Holland & Har[. LLP on behalf of B&B Excavating dated December 17, 1993 identified dust <br />sampled in the asphalt plant dust bag house a[ the :Montgomery Pit as containing I_' m,/kg of Z, <br />1 ~F_D. <br />SAP Recommendation: The contaminated dust is isolated in the bag house and its <br />1 quantity is estimated to be approximately three cubic yards. Disposal of the material in <br />accordance with federal regulations is considered [he most effective approach for addressing the <br />material present in the bag house. <br />1 Pre-disposal Preparation: The bag house will be opened at the man door. The bag <br />house is considered a confined space: therefore. the plane of the door will not be pierced. A <br />1 visual detemti»atiott of the volume of the dust will be made to determine the appropriate number <br />of disposal contauters required and to de[ermme if entry will be required to clean the side walls <br />1 and gated platform of the bag house. The observations will be from beyond the plane of the <br />door of the bag house in the open air and a handheld flashlight will provide auxiliary light. Due <br />to the distance that will be maintained by the observer from the contaminated dust, along with <br />1 the dust's containment and protection from any air disturbance, no respiratory PPE, other than a <br />dust mask. is :titticipated to be necessary. Should any toxicity or itinerant dust be encountered, <br />all operations will be ceased and re-evaluated. [f it is determined that entry is required for <br />1 cleaning, the Disposal Process described below will be revised to include procedures for <br />confined space entry. <br />Disposal Process: Each end of the bag house is equipped with an inspection port at the <br />bonom of [Ile horizontal auger. The east port is accessible by a forklift and this port will be used <br />to remove the dust from the bottom of the bag house. [n addition to the dust that resides in the <br />bottom of the bag house, the bags or filter tubes in the bag house may be impacted with dust. <br />Cycling pressure within the bag house until there is a pressure balance indicating that the bags <br />are clean will dislodge the impacted dust. The dust will collect in the bottom of the bag house <br />1 where it can be moved to the east port by tumin~ on the auger and reversing its fuming direction. <br />A pipe will be attached at the east port that will extend to within 12" of the disposal cantamer. <br />Each approved container, supplied by Safety-Kleen Inc., contains a plastic liner that will be <br />wrapped aro«itd the extended pipe and taped in place. As containers aze filled they will be taped <br />closed and held for disposal by Safely-Kleen, Inc. This will provide for a cleaning and disposal <br />process that ~~ill be isolated and contained. ?. small amount of dust (less than a cubic foot) may <br />1 collect ut the west end port due to its configuration. This dust will be collected in a similar way <br />by re~~ersin~ the turning direction of an auger to the transfer tube at the west end of the bag <br />house. Although the process is designed to be self-contained, respiratory PPE will be required <br />1 for container loading personnel to prevent exposure due to an accidental break in the container's <br />plastic liner. Contmner loading personnel will be ~0-hour HAZWOPER trained. The cleaning <br />process should require about hvo hours. <br />
