Kiger October 7, 1994 <br />WEST PIT EXCESS SPOIL FILL CONSTRUCTION UPDATE AND CERTIFICATION <br />On September 28, 1994, I inspected the area in which the West <br />Pit Excess Spoil Fill is being constructed. The purpose of this <br />inspection was to observe the on-going construction of the rock <br />drain, inspect the area from which the clay material was removed, <br />inspect the fill for areas of water seepage or surface drainage, <br />inspect the toe filter layer and to satisfy the requirements of <br />CDMG Rule 4.09.1(lla). <br />During the inspection it was observed that all the clay <br />materials have been removed from the bottom of the drainage area <br />between stations 0-30 to 20+50 of the West Pit Excess Spoil Fill, <br />the rock drain had been successfully completed from stations 0-30 <br />to 9+00 of the West Pit Excess Spoil Fill and the toe filter layer <br />is complete from stations 0-30 to 2+00. A small slide area near <br />the toe of the West Pit Fill, from stations 1+50 to 2+50, was being <br />removed and the water source of the slide was being uncovered. <br />This slide will be dug completely out and the water source <br />discovered and drained to the west pit underdrain system. The <br />slide poses no threat to the public as it is limited to a small <br />area near the toe of the fill, but does not penetrate at depth the <br />rock filter underdrain for the West Pit Fill. <br />I am a mining engineer, registered in the State of Colorado, <br />and experienced in the construction of rock and earthen projects <br />for the purposes of mining activities. <br />To the best of my knowledge, based on my professional <br />expertise the West Pit Excess Spoil Fill has thus far been <br />constructed in conformance with the prudent state-of-the-art <br />methodology for earth and rock fill construction, as specified in <br />pages Ia-2 through Ia-4, Exhibit 19Ib, and other applicable <br />requirements of the approved permit documents, a portion of CDMG <br />Permit C-81-019. <br />\K' "'ry~~.'~~phen R.
