Soil Balance and Replac¢ment <br />The soil balance is calculated for Yoast Mine by comparing the disturbance area that <br />requires soil replacement as of December 31, 1999 with the soil reserve in stockpiles. The <br />disturbance area for Yoast Mine, shown on drawing Y99TSREM, totaled 465.2 acres on December <br />31, 1999. No soil was salvaged or needs to be replaced beneath the soil stockpile sites. <br />Also, Haul Road A and Haul Road B ate permanent postmine facilities (9.9 acres), soil will <br />only be replaced on a portion of those co ads effectively narrowing them to 20 feet wide. <br />Topsoil has been replaced on 63.3 acres of disturbed area through December 31, 1999. <br />Therefore, the total disturbance area requiring topsoil as of December 31, 1999 was 392.0 <br />acres at the mine site. <br /> <br /> <br />Soil Replacement Thickness <br />The soil replacement thickness for the first five-year permit term was projected to be 1.0 <br />feet for the mine area. The soil balance as of December 31, 1999 was calculated as follows: <br />Mine Area <br />Total disturbance area <br />Permanent Facilities 6 Topsoil replaced <br />Disturbance area requiring soil <br />Soil in stockpiles (Table 99.11 <br />Mean replacement depth available <br />465.2 acres <br />73.21acres <br />392.0 acres <br />560.2 acre-feet <br />1.4 feet <br />By dividing the soil available by the area requiring soil replaced, we arrive at the 1999 <br />soil balance thickness of 1.4 Eeet for the mine a[ea. More than enough topsoil has been <br />salvaged to reclaim the existing disturbance with the permitted replacement thickness of <br />1.0 feet. <br />Revegetation <br />Revegetation activities in 1999 included no pe zma nent revegeta[ion. The new haul road "D" <br />embankments were hydromulchetl (2000 lb/acre wood fibers and hyd roseeded using the seed mix <br />in Table 99.2. The new sediment control pond #12 was hyd romulched 12000 lb/acre wood <br />fiber) and hyd rose edetl using the riparian seed mix in Table 99.2. All stockpiled topsoil <br />was seeded with the Topsoil Stockpile Mix, (see Table 99.21. Some spot spraying for <br />burrdock and Canada thistle was done near the powerline crossing.
