• <br />Yoast Mine 1999 Annual Reclamation Report <br />Digital Submission of 1999 Annual Reclamation Report <br />Seneca Coal Company (SCC, in cooperation with the Colorado Division of Minerals and <br />Geology, submits the Yoast 1999 Annual Reclamation Report with maps on CD-ROM. The maps <br />are AutoCAD Version 14 drawings and can be overlaid with previous year submittals by <br />inserting at point 0, 0. Also, an updated existing topography contour map is included on <br />the CD-ROM. The MS Word Document on the CD is set up with hyperteXt links to quickly <br />move through the document. <br />1999 Disturbance Area <br />The 1999 Annual Reclamation Report, drawing Y99TSREM, shows the limits of disturbance as of <br />December 31, 1999. The disturbance line as shown on this drawing depicts all disturbance <br />associated with the mining operation including haul road and pond construction, topsoil <br />removal and storage, open pits, spoil piles, etc. The area disturbed during 1999 totals <br />73.7 acres. <br /> <br />Backfilling and Grading <br />During 1999, SCC graded a portion of the active pit spoil. This area totals 12.0 acres and <br />is shown on drawing Y99GRAD. DWG <br />Soil and Spoil Monitoring <br />SCC is required by Permit C-94-082 to monitor the salvage, storage, and redlstribut ion of <br />soil and spoil handling operations at Yoast Mine. Specific programs include documenting <br />soil recovery, verifying soil Ledistribution thickness, determining final graded spoil <br />quality, determining soil fertility, evaluating plant rooting characteristics, recording <br />the source of replaced soil, and completing an annual soil balance. The following sections <br />present the soil and spoil monitoring data for the 7999 calendar year. <br />Soil Recovery Documentation <br />Soil recovery was documented by daily observation by the grading foreman and pi[ <br />supervisor. This quality control information is used to verify soil salvage estimates <br />predl ct ed from the baseline soil survey, confirm soil map unit types, justify salvage <br />thickness, and evaluate soil suitability. Soil salvage occurred in advance of the active <br />. pit during [he 1999 field season as shown on drawing Y99TSREM. All topsoil salvaged during <br />this period was placed in stockpiles H, K, and L (see Table 99.1). <br /> <br />
