BOWIE RESOURCES LIMITED
Bowie No. 1 Mine
Coal Mine Waste Bank Inspection - 3rtl Quarter 2004
On September 23, 2004, I performed a quarterly visual inspection of the Bowie No. 1
Mine coal mine waste bank in accordance with Rule 4.10.2.
I, J. E. Stover, P.E., have a wide variety of experience in the design and construction of
earth fill embankments. Nothing was observed during the inspection that would indicate
the pile has a potential for failure. The pile is basically filled to capacity. The pile and
surrounding areas were damp to muddy. No seepage or spoil springs were noted
around the pile. There is some sediment buildup in front of the double culverts located
under,the road te-the-pile. The-isalso an-erosionat~feature located ea"st of-the double
culverts that needs repair.
No coal mine waste was placed in the pile during the quarter. There were no drainage
alterations and no new bench construction. No topsoil was salvaged during the quarter.
The design of the waste disposal area is presented in Volume 6A. To the best of my
knowledge and belief, based on my inspection of the pile and previous inspections by
professional engineers, the coal mine waste bank has been constructed in accordance
with the approved plan.
The pile is located in a remote area well away from human habitation. A failure of the
pile might damage the mine haul road located below the pile. However, a failure of the
pile would probably not be a hazard to human life.
Recommend maintenance: None
. ~ `~ ,o/,~/~
Jams toyer Date
P.E. No. 19230
