<br />~ r• <br />EAST YARD GOB DISPOSAL PILE <br />The Sanborn Creek Mine approved permit documern includes the requirement to inspect the coal <br />mine waste pile for stability quarterly. The inspection is to be performed by a registered engineer or <br />other qualified professional specialist experienced in construction of earth and rockfill <br />embanimcents. Both Bear Coal Company and the Sanborn Creek Mine have approval to dispose of <br />wal mine waste in the gob pile. <br />On March 16, 1998, I performed a visual inspection of the east yard gob disposal area at the Sanborn <br />Creek Mine. The gob disposal area was mostly dry, but some moisture was observed from <br />remaining snowmelt. Noticing was observed during the inspection that would indicate the pile has a <br />potential for failure, however maintenance of the ditches will be required All mine site ditches aze <br />routinely cleaned each spring. <br />Compaction tests were performed for fourth quarter 1993, second quarter 1994, fourth quarter 1994, <br />second quarter 1995, fourth quarter 1995, second quarter 1996, fourth quarter 1996, and third quarter <br />1997. Gob material has consistently passed compaction tests. <br />A medium amount of material was placed on the pile during the quarter, resulting from roof falls in <br />the mine, and from cleaning the sediment from Pond B. Safety berms have been constructed on the <br />downhill edge of the pile as a requirement by the Mine Safety and Health Administration. Plans aze <br />to survey the pile on at least an annual basis for accurate volume reports. The pile was surveyed at <br />the beginning of the first quarter of 1998. Surveyor John Menke reports calculation of the volume <br />for 1997 as 852 cubic yards. Bear Coal Company did not haul any material to the gob pile during the <br />last three years. The Bear Mine was closed during December of 1996. Bear Coal Company may <br />haul material to the gob pile as part of the reclamation of the Bear Mine. <br />An application for a Technical Revision was submitted to the Division for a new coal refine and <br />mine development waste area. The new area will be located to the west of the facilities area, and <br />will be known as the West Vall~~ Fill. Technical Revision Nu.^cber 29 vras approved, but due to the <br />timing of the approval, and the necessary requirements to put a contract in place for the work, <br />construction of the West Valley Fill will not begin until 1998.
