Douglas County Public Works -Neighborhood Traffic Mitigation & Calming
has been observed.
Education
6ttp://www.douglas.co.us/DC/PublicWorks/trafric r*Im.^g.htm
The weak link in our specific situation appeazs to be educational. While we have met with some
neighborhood groups and offered some educational information, it has been limited. If the first
step in solving a problem is understanding the problem, then we have not provided the appropriate
level of understanding to neighborhoods who continue to focus on the "emotional capacity" of
residential streets rather than facts.
Pro¢ram Conditions
• Public Works envisions the educational program to include developing brochures,
pamphlets, mass mailings, use of news media, attendance at neighborhood meetings and
perhaps a neighborhood speed watch program.
• Public Works recommends prohibiting the use ofdelay-inducing traffic mitigation devices.
These devices include unwarranted stop signs, speed bumps humps, street closures. In our
opinion, use of these devices on our suburban road system cannot be done without leaving
some citizens worse off to benefit only a few citizens.
• Public Works would only use devices that would not induce delays (i.e., neck downs,
medians, mazker islands) where documented need can be identified. Our expectation would
be two projects per yeaz.
• • Neighborhoods should be required to totally or jointly fund construction projects with some
County participation.
• Enforcement continues to be under the control of the Sheriffs Department.

6 of 6 9/ I S/00 8:20 AM
