While we have met with some <br />neighborhood groups and offered some educational information, it has been limited. If the first <br />step in solving a problem is understanding the problem, then we have not provided the appropriate <br />level of understanding to neighborhoods who continue to focus on the "emotional capacity" of <br />residential streets rather than facts. <br />Pro¢ram Conditions <br />• Public Works envisions the educational program to include developing brochures, <br />pamphlets, mass mailings, use of news media, attendance at neighborhood meetings and <br />perhaps a neighborhood speed watch program. <br />• Public Works recommends prohibiting the use ofdelay-inducing traffic mitigation devices. <br />These devices include unwarranted stop signs, speed bumps humps, street closures. In our <br />opinion, use of these devices on our suburban road system cannot be done without leaving <br />some citizens worse off to benefit only a few citizens. <br />• Public Works would only use devices that would not induce delays (i.e., neck downs, <br />medians, mazker islands) where documented need can be identified. Our expectation would <br />be two projects per yeaz. <br />• • Neighborhoods should be required to totally or jointly fund construction projects with some <br />County participation. <br />• Enforcement continues to be under the control of the Sheriffs Department. <br /> <br />6 of 6 9/ I S/00 8:20 AM <br />
