The authority also <br />encourages emergency backup and shared supply interconnections while <br />maintaining independence of member entities. <br />• The Douglas County Water Resource Authority (DCWRA) was created in 1992 to address the <br />County's long term water needs. The Authority's 17 members are, collectively and individually, <br />working to meet long term needs. <br />DCWRA holds a public meeting on the third Tuesday of each month. Meetings are held at 3:00 <br />p.m. in The Philip S.
