The staff is pleased at the progress being made on backfilling <br /> material from the 720 overburden stockpile; 565,000 compacted cubic yards is <br /> the largest volume recorded to date. We did have a few questions: <br /> 1 . a) Review of the previous reclamation reports indicates that the site <br /> was last flown and mapped in 1986. The Reclamation Map would mean more <br /> if the topography reflected on-the-ground conditions. Please commit to <br /> preparation of a certified map showing existing topography with the 1990 <br /> Annual Reclamation Report. <br /> b) The 1989 ARR indicates that work in the 720 area resulted in no <br /> change in the footprint of the overburden stockpile. Visual observations <br /> during MLRD inspections suggest that the pile actually is getting <br /> smaller. Preparation of a map per la would clarify this issue. <br /> 2. What are Kerr's specific plans for backfilling and topsoiling the 720 <br /> pit? Kerr has had a 5 acre area on the north end of the pit which has <br /> been regraded to approximate original contour for five years. The 1985 <br /> ARR indicated it would be topsoiled and seeded in 1986; the 1986 and <br /> later ARRs indicate that it is a buffer zone which will not be seeded <br /> until operational activities in the area improve. While the Division <br /> appreciates operational constraints, we would like to see reclamation <br /> occurring as contemporaneously as possible. Given the expansion of the <br /> backfilled area in the 720 pit by 12.14 acres, we would like to see a <br /> commitment from Kerr to perform some topsoiling and re-seeding in 1990. <br />
