They have met <br />the minimum requirements of Stipulation 4, but no more. It is a very <br />qualitative report. I would like to see the following improvements in future <br />reports. <br />1. Flow from the Steven's Gulch water line should be measured to <br />document mine usage. It would be nice to know the quality of that <br />water in trying to assess the source of the very alkaline, saline <br />water. <br />2. An estimate of the volume of standing water in the mine coupled <br />with an estimate of the surface area of exposed water and the <br />evaporation rate. Their estimates of water consumption in the mine <br />are very vague and extrapolated from 1985-1986 data. <br />3. I think that the change in water quality justifies a request to <br />monitor field parameters on all areas of standing water to assess <br />the degree of heterogeneity within the mine. <br />I have the following specific questions about th 1989 Report: <br />1. Please clarify the meaning of the areas marked with diagonal lines <br />and diagonal dots and hyphens. A legend apparently did not get <br />finished on the central right side of the map. <br />2. The ]988 report noted a 0.25 gpm drip between Panels G and H (1988 <br />Site 25). Did the seep really disappear this year? <br />A brief summary of the report follows. Mine inflows have decreased from 3 gpm <br />in 1988 to 2.5 gpm in 1989. This is higher than the 1 gpm recorded in 1987, <br />but is to be expected given the expansion of the extent of the workings. The <br />permit application projected worst case inflows of 5.2 gpm below East Rootcap <br />Creek and 5.7 gpm below Stevens Gulch with 33.5 gpm throughout the <br />life-of-mine.
