•

Ash Disyosal
DISPOSAL ACTIVITIES
During the calendar year 2005, a total of 49,680 tons of mixed fly and
bottom ash were transported to and disposed of at the Keenesburg Mine site.
A-Pit reclamation complete so this entire quantity of ash was placed in
South B-Pit. This brings the total B-Pit ash volume to 461,939 tons (5,667
tons in North B-Pit and 456,272 tons in South B-Pit). The total amount of
ash disposed of at the Keenesburg site by the end of 2005 is 706,287 tons.
Consistent with its permits, the Keenesburg facility continues to accept only
ash that is the byproduct of the coal combustion process at the power plant
located on Coors Brewing Company property in Golden, Colorado. Since
September, 1995 this power plant has been owned and operated by Trigen-
Colorado Energy Corporation (Trigen). Current agreements between Trigen
and CEC, dictate that this ash will continue to be transported to the
Keenesburg site until reclamation activities are complete.
During the calendar year 2005, virtually all of the steam and stoker coal
used for fuel at the Trigen Power Plant was mined and shipped from the
Oxbow Carbon and Minerals (Oxbow) Elk Creek Mine located near
Somerset, Colorado, under the terms of a contract with Coors Brewing
Company. Small quantities of product may have been furnished to Oxbow
on a substitute basis by Bowie Resources, Ltd., from the Bowie #2 Mine, a
neighbor to the Elk Creek Mine. Both of these coals have been previously
tested and approved in accordance with the requirements of the Permit. The
stoker coal is produced from Elk Creek Mine coal which has been processed
through the Terror Creek Loadout facility.
Annual testing of the ash produced by the burning of this coal supply at the
Trigen Power Plant is conducted as part of the qualification for ash disposal
at the Keenesburg site. Ash "grab" samples were obtained from the Trigen
Power Plant at the end of 2005. Samples of both fly ash and bottom ash
were collected and submitted for testing. The samples were analyzed using
the Toxicity Characteristic Leaching Procedure (TCLP), and for
radioactivity. Copies of the analysis are included in this section of the
report.
AHR-2005 -91-
