INSPECTION REPORT - PAGE 2 <br /> FILE NO. 78-352 <br /> DATE : April 4, 1984 <br /> OBSERVATIONS OF IMPORTANCE: <br /> 1 . As was observed in the previous inspection, the mining operation extends <br /> outside of the permit boundary. The permittee has submitted a amendment to <br /> bring this area into compliance. The problem resulted when the operator <br /> misread the permit application map. <br /> 2. Reclamation is not proceeding contemporaneously, partially because of the <br /> mining plan and also because of problems with adjacent landowners . <br /> 3. Little if any topsoil has been salvaged thus for in the operation. Mr. <br /> Nottingham stated that much of the area was previously disturbed however, this <br /> previous disturbance has not been shown on any of the maps included within the <br /> permit application. <br /> RECOMMENDATIONS: <br /> 1 . As was discussed in the field, backfilling of the southern slope adjacent <br /> to the Denver and Rio Grande Western Railroad should be initiated at once . <br /> This slope currently exceeds a 1 : 1 and must graded to a gentler slope than <br /> 2:1 . In regard to the reclamation of the eastern portion of the permit area. <br /> it is not advisable to temporarily reclaim an area using topsoil . Topsoil <br /> salvage and reapplication efforts result in loss and contamination of the <br /> topsoil . Therefore, if temporarily reclamation is instituted in the eastern <br /> stockpile areas, regrading and revegetation with a temporary mixture of grasses <br /> can be used. No topsoil reapplication should be done in this area . <br /> 2. If the applicant wants the Division to take previously .mined areas into <br /> consideration during the review, those previously mined areas must be shown on <br /> one of the maps within the permit application. The Division suggests that <br /> this be shown on the reclamation map. <br /> 3 . Within the mining area , runoff does rot appear t,.. ;,o a an <br /> irrigation ditch has been culverted through the n^- th1- I n c he [ <br /> thus creating a berm diverting runoff into the sttling p i,av r , rear; <br /> the unbermed stockpile area in the eastern portion of the permit area , slight <br /> erosion has been initiated down the northern slope . the Div! O on suggests <br /> that this stockpile area be bermed sufficiently to prevent runoff from passing <br /> off-site causing disturbances downslope . <br /> Other comments regarding onsite inspection will be addressed in the <br /> adequacy letter which you rnuld be receiving shortly . <br /> CR/th <br /> cc : Petre and Zimmerman <br /> Doc .
