~ III IIIIIIIIIIIII III ~L~aMS FORS COMPANYr tii - ~ r-,~ <br />_,~ `v <br />July 27, 1989 <br />CERTIFIED #P175046596 <br />Ms. Sandi Marek <br />Water Quality Control Division <br />Colorado Dept. of Health <br />4210 East 11th Ave. <br />Denver, CO 80220 <br />RECEIVED <br />JUL ~ S 1989 <br />MINED LAND <br />RECLAMATION DIVISION <br />Dear Sandi: <br />Subject: TSS Exceedance for Permit COG-500062 (6/8/89) <br />As per your phone conversation 7/24/89 with William Harding, Williams Fork <br />Company's representative, we are submitting a non-compliance notification for <br />TSS exceedance at our sand and gravel operation. <br />Laboratory results were received on 7/24/89 for samples taken 6/8/89-6/19/89. <br />The data results show that the TSS values for 6/8/89 were 76 mg/1 or 16 mg/1 <br />above our daily maximum discharge limitation. The 30-day average limitation <br />is also exceeded with a mean of 32.5 mg/1 (based on five samples). Phone <br />contact with the analytical lab (ACZ Inc.) has verified no further daily maxi- <br />mum exceedances from 6/19/89 through 7/11/89. <br />We began dewatering at our sand and gravel operation on 5/22/89. The pit had <br />been inactive since the fall of 1988. Initial dewatering was done with a <br />tractor PTO-driven pump at a rate between 600 and 1050 gallons per minute <br />(gpm). All TSS samples ranged between four to eight mg/1. <br />On 6/7/89 we installed an electric submersible pump equipped with sensors for <br />automatic operation. <br />On 6/8/89 there was no discharge when checked at 9:30 am. We returned at 1:30 <br />pm to check operations. The pump was operating at a pumping rate of 450 gpm. <br />The sample was cloudy but didn't look dirty. The pH, oil and grease <br />conductivity parameters were in compliance. TSS samples taken on 6/12/89 at <br />the same discharge rate were in compliance (26 mg/1). <br />It is estimated the pump ran for approximately one hour at the elevated TSS <br />level. Williams Fork Company contends the cause of this non-compliance was <br />the change of our pumping operations. Whereas the PTO pump was basically a <br />surface pump, the electrical pump was set near the bottom of the dewatering <br />sump and placed on large boulders to keep it off the bottom and to prevent <br />P.O.
